July 2006 NHS Reorganisation of SHAs.

The closing of the existing 28 SHAs and the creation of 10 new SHAs will have an effect on the following epact services :-

National
National users will be able to view historic financial information for the old SHAs before the reorganisation date, and financial information for the new SHAs after the reorganisation date.

Any old SHAs that have merged to become a new SHA can be grouped together using tagging to give a 'historic' view of the new SHA.

SHA
SHA users will be able to apply for a new login(s) for their new SHA.

This new SHA login will provide users with a list of all PCTs in their new SHA. Each PCT will have a full history of its financial totals. Users can then accumulate these PCT totals to give a new SHA total.

Old SHA totals can be achieved by either using old logins, or simply creating a tag of PCTs for each of the old SHAs.

PCT
PCT users will be effected when using 'parent' totals, any historic reports using SHA for parent will return zeroes for the periods before the reorganisation, as the new SHA totals would not have been created.

Federation
Any federation user with SHA access will have to re-apply to be able to view PCT/Practice information under the new SHA. Once set up with new accesses, users should be able to view PCT and practice totals if required. SHA level totals may be accumulated in the manner described in the SHA section.

PDFM

New user IDs will be required for the new SHA organisations, current SHA user IDs will be closed as of 1st. July 2006.

Current PCT access will remain unaffected.

Viewable data when the new SHAs are created -

National  
  The Listbox will include the New SHAs and PCTs for which they are responsible, in addition the old SHAs will appear for historic SHA level reports.
SHA  
  The Listbox will include the new SHA and corresponding PCTs, in addition the old SHAs who have been merged will appear for historic SHA level reports.
Federation  
  This will be dependant on data access permissions granted by the new organisations but will follow the same view criteria as for National access.
PCT  
  No change

PCT Prescribing Report

This report shows comparisons for each PCT with current SHA parent totals based on the astro-pu totals of that SHA for the previous 27 months. As the new SHA parent will only start in July, there will be no historic data available for these astro list sizes. The graphs will therefore show a space for this total, and zeroes for any figures affected by this change. Figures relating to forecast outturn for the SHA will also be affected.


October 2006 NHS Reorganisation of PCTs.

The merging of PCTs into new larger PCTs will have an effect on the following epact services :-

National
National users will be able to view historic financial information for the old PCTs before the reorganisation date, and financial information for the new PCTs after the reorganisation date. This means that the new PCT totals will be available for October's processing in December. Any old PCTs that have merged to become a new PCT can be grouped together using tagging to give a 'historic' view of the new PCT.

SHA
SHA logins will be effected in a similar manner to the National system. The SHA logon will have a list of old and new PCTs , with the new PCTs showing totals when October's data is processed in December. Users could get totals for the new PCTs by ticking the 'current' box to give a 'current structure' total based on the practices currently in their PCT.

PCT
PCT users for the new PCTs will have to apply for a new login.

Logins for newly created PCTs will have access to all practices in the new PCT. Each user will be able to view all historic data for each practice in his/her new PCT. They must use the 'current' structure total - this is set as default.

They will be able to get 'current' structure PCT level totals for their new PCTs - although this will not have PCT nurse prescribing as this was done for the previous PCT.

In December (calendar) users will be able to view 'financial' totals for their PCTs and practices, as the practices were actually in the new PCT for this period (October processing). If you use 'financial' for dates before October processing you will get zeroes as this total describes the cost of the practice within that PCT. (Similar to PMD PCT totals)

For PCT nurse data, users will only be able to view nurse prescribing for data when the nurses actually prescribed for that PCT i.e after October's data has come through in December. This is because the nurse would still be in a previous PCT and this would be captured on the form. For these totals the users can use their old logins using the 'Non practice prescribers - all children tag'. Users could and should use the MONITOR system for their new PCT as this will give them access to all their new nurses and all historical data.

PMD

To view PMD Practice Statements prior to October 2006:

  1. Select your old PCT from the Organisation dropdown listbox
  2. Select PCT Practice Summary from the Report dropdown listbox
  3. Select the required month from the Period dropdown listbox and run the report
  4. From this report it is possible to drill down to a Practice Statement by clicking on the required practice code.
  5. To view the Practice Annual Profile click on the link at the bottom of the Practice Statement.

PCT Prescribing Report

PCT users for the new PCTs will have to apply for a new login. Logins for new PCT users will have access to the reports for all the old PCTs that make up the new one. This login will give access to the PCT Reports and the electronic Prescribing & Financial Information for Practices (ePFIP) systems.

The PCT Prescribing Report shows comparisons for each PCT with their parent SHA and National totals based on each organisation's ASTRO-PU list sizes. As the new SHAs only started in July 2006, they have no ASTRO-PU list sizes prior to July.

Also, for PCTs created in October 2006, there will be no ASTRO-PU list sizes before then. Therefore, the graph that shows comparisons based on Cost per ASTRO-PU will not report a value for those periods with no ASTRO-PUs. The rest of the report is not reliant on ASTRO-PUs and, therefore, shows data for all periods.

electronic Prescribing & Financial Information for Practices (ePFIP)

PCT users for the new PCTs will have to apply for a new login. Logins for new PCT users will have access to the reports for all the old PCTs that make up the new one. This login will give access to the PCT Reports and electronic Prescribing & Financial Information for Practices (ePFIP) systems.

The Prescribing Analysis Report shows a history of practice costs compared with PCT equivalent values for the previous 13 months. The PCT history for new PCTs will show zero for months before October 2006.

Programme Budget Categories

Theses reports show cumulative values for the financial year. For the new PCTs, these totals will only be accumulated from October 2006 and for the closed PCTs they will not be accumulated after September 2006. Reports for both new and old PCTs will be available by entering the relevant PCT code in the log-in screen.
