FWe develop our services to provide new benefits to stakeholders and to improve existing service levels. These developments may be project funded and hence subject to the formal approval of a business case. They may, alternatively, be resourced through internally derived efficiencies as a form of reinvestment in the PPA's services.
Projects within the Development activity stream are typically managed under the PRINCE2 Project Management Methodology. The Management Board will receive reports summarising the overall position of all these activities against their project deliverables and resources once a quarter, or more frequently by exception.

ETP pilots

Three ETP pilot projects have been operating for some time. These projects form a test-bed for the processes and technologies that will be required to support the widespread adoption of electronic transmission of prescriptions. While these continue, we will work to refine our own process and those of the pilot consortia to provide information to the DH to support the development of ETP.
Objective
Contribute to the development of a single common NHS model for ETP. Support the programme management of ETP

1. Manage the PPA's activities and involvement to meet the objectives of the ETP Pilot programme.
2. Provide Programme management support for the continuation of the pilots.
3. Progress the Consortia towards the implementation of the ETP pilot common model.
4. Manage the pilot message development process in support of the ETP pilot common model.

Reengineering

This programme covers development under six integrated projects, which are being co-ordinated across the PPA.
It includes project activity to define the reimbursement and remuneration rules in such a way that the incorporation of the rules into a rules engine is facilitated and future updating of the rules that have been incorporated in the rules engine is facilitated.
The programme also covers modified forms of data entry. The requirement for a new data capture process to be viable is that 40% of prescriptions can be processed with minimal manual intervention.
Objective
Reengineer the PPA's business processes to enable us to cope with the growth in prescription volume and complexity. Develop and implement new business solutions to reduce our overall operating costs and increase the richness of the Prescribing and Dispensing Payment and Information Services.
Targets
1. Produce a plan of milestones by end of April in accordance with the Outline Business Plan.
2. Identify and automate validation and rules processes to increase the speed of prescription processing in accordance with the programme plan.
3. Implement infrastructure to support the development of the reengineered systems by June 2003.
4. Develop the Outline Business Case(s) and Full Business Case(s) to justify the expenditure to reengineering the PPA by required expenditure December 2003.

Rules Simplification

An initial project to scope the simplification processes with the DH has been completed. Current activity is focussed on the potential impact of PCDD introduction alongside the adoption of standardised forms of endorsement upon the rules set.
Objective
The PPA will continue to work with the Department of Health and other stakeholders to simplify the reimbursement and remuneration rules.
Targets
We will
1. progress work to simplify the internal PPA business process rules,
2. work with PSNC to standardise dispensing endorsements, and
3. support the Department of Health in implementing simplification arising from pharmacy policy initiatives.

ETP Development and Rollout

The rollout of ETP as part of the National Prescriptions Service described in 21st Century IT Support to the NHS will be delivered under the National IT Programme. We are awaiting details of how this is to be procured and managed.
Objective
Work with DH/NHS and Business Partners to develop and roll out the National Prescription Service.
Targets
1. Contribute to and support the national ETP Core team in defining an agreed national standard model to support the national ETP Programme objectives.
2. Contribute to and manage the Message Development Team in defining and maintaining the message flow standard to support the national standard model.
3. Change to PPA processes to support the national standard model.
4. Work with GP/Pharmacy System Suppliers and NHS accreditation bodies to provide testing facilities and communication channels to accredit GP and Pharmacy systems for rollout of the national standard model.
